Rob Hayward - Chief Executive Officer
Current Role
As Chief Executive Officer of Maranoa Regional Council, Rob's responsibilities include;
- Leading organisational reforms, in conjunction with the three Regional Directors and five Local Area Directors
- Managing the day-to-day operations of Council and its employees
- Coordinating advice and information for the elected council pertaining to short, medium and long term plans, policies and decisions
- Establishing management practices (systems and processes) for the implementation and communication of Council approved plans services, policies and decisions; and
- Implementing systems and processes for Information Management - to ensure safe custody of all documents, including records and proceedings, accounts and transactions.
Director - Corporate Services (Acting)
As an Acting Director for Maranoa Regional Council, Rueben Broom's responsibilities includes managing the Directorate (a group of departments). For his Directorate and as part of the Executive Management Team, Rueben:
- Ensures activity is focused in the implementation of Council approved priorities, policies and decisions;
- Promotes a culture of continuous improvement;
- Develops and monitors people, systems and processes to support excellence in service delivery (Internal & External), and ensure legislative compliance including adherence to the Code of Conduct;
- Ensures effective, efficient and economical management of public resources.
The Directorate of Corporate Services is a diverse mix of Departments incorporating Communication, Information & Administration Services including:
- Communications
- Councillor (Elected Member) support and community engagement
- Customer service
- Creditors (accounts payable)
- Debtors (accounts receivable)
- Information management (records)
- Payroll
- Rates and utilities.
- Community services including community safety
- Governance
- ICT (Information and Communications Technology) solutions
- Procurement and commercial services (including stores)
- Strategic finance and accounting services.
Director - Regional Development, Environment & Planning (Acting)
The Acting Director leads and manages the Regional Development, Environment & Planning Directorate, working with their management team and staff in delivering responsive service outcomes.
- Ensures activity is focussed on the implementation of Council approved priorities, policies, and decisions.
- Promotes a culture of continuous improvement.
- Develops and monitors people, systems, and processes to support excellence in service delivery (Internal & External) and ensure legislative compliance including adherence to the Code of Conduct.
- Ensures effective, efficient strategic planning across a diverse operational portfolio.
- Provides strategic direction across a range of regional programs to guide local activities delivered by the Local Area Directors.
The Regional Development, Environment & Planning Directorate comprises a diverse operational portfolio including:
- Regional Planning, Building & Plumbing
- Regional Economic Development, Cultural Development & Tourism

Current Role
The Director forms part of the Operational Leadership Team that contributes to the implementation and continual improvement of the operating locally model across the region. As part of the Operational Leadership Team, the role includes ensuring activity is focused on:
- implementing Council approved priorities, policies and decisions;
- promoting a culture of continual improvement;
- monitoring the implementation of people and systems (internal and external) and ensuring legislative compliance – including adherence to the Code of Conduct;
- contributing to the enhancement of Council’s integrated processes and standard operating procedures to support excellence in service delivery;
- ensuring effective, efficient and economical management of public resources.
Director - Booringa and Engineering Services
