With the contract for the redevelopment of the Denise Spencer Aquatic Centre now awarded, final planning for construction is well underway.

Council is committed to keeping the community informed, providing regular updates on project milestones, anticipated impacts and key developments once they are finalised with the contractor, Hines Construction.

Commencement of Early Works

As part of the early construction phase, tree removal and site preparation will be necessary to facilitate the main building works. This step is essential in reducing the risk of soil moisture issues on what is a predominantly black soil site.

Tree Removal and Site Preparation

While Council is committed to retaining mature trees wherever possible, the redevelopment requires the removal of all trees currently located on-site.

Council has demonstrated its commitment to preserve trees across a number of recent projects, including the Duke Street Upgrade, Campbells Park, the Bigger Big Rig and also the Roma Pump Track project, where trees were either relocated or retained and incorporated into the final designs.

Recognising the importance of trees in our community - not only as part of the natural environment but also as valued features of shared spaces - a professional arborist was engaged to undertake a comprehensive assessment of all trees on the property.

Their key findings include:

  • Tree Inventory:
Approximately 20 trees are present on-site, including Canary Island Date Palms, Eucalyptus, Ironbark, Broad-Leaf Bottle Trees, as well as various shrubs and ground cover plants.
  • Eucalyptus & Ironbark Trees:
These trees are located within the footprint of the new 25m pool, indoor pool hall, and sewer relocation works. Due to their size, extensive root systems, and sensitivity to disturbance, relocation is not feasible.
  • Palm Trees:
Sixteen palms are spread throughout the site, comprising Canary Island Date Palms and two Cotton Palms. Several are either too large or in poor health, making relocation impractical.
  • Potential for Relocation:
    • Four smaller Canary Island Date Palms currently within the footprint of the new 50m pool are of a suitable size for relocation.
    • Four larger Canary Island Date Palms, located within the 25m pool footprint, may also be considered for relocation. However, this would require specialised equipment, adding cost and logistical challenges. Council is currently investigating its options in relation to these trees.
    • Broad-Leaf Bottle Tree: This tree is in good health and will be relocated to another Council site.
    • Shrubs & Ground Covers: Where feasible, these will be salvaged and relocated to other Council sites.

The tree management and relocation process will occur in two stages:

  • The first round will commence next week on the areas around the current facility footprint.
  • The second round will take place on the current pool site following its closure on 4 April.

Balancing Environmental Considerations and Project Goals

Council is carefully considering all available options to retain as many trees as possible while balancing environmental concerns with the responsibility to manage public funds effectively.

While efforts will be made to relocate suitable trees where viable, full retention is not feasible given the constraints of the redevelopment.

We understand that tree removal can be a sensitive issue for the community, and we welcome any feedback or concerns from residents.

Our goal is to ensure that the redevelopment of the Denise Spencer Aquatic Centre reflects the needs and values of our community while creating a modern facility that will be enjoyed for generations to come.

Council will continue to provide updates as work progresses and appreciates the community’s understanding and support as we move forward with this important project.
